Simple suggestion, limit the number of times you can train a skill, learn a new spell, or learn a language or feat per day from NPCs or other PCs to n+(int bonus/penalty), minimum 1 per IC day. Pretty simple, I would suggest that the character creation tool should throw a warning if the combination of selections you made for race and starting location will result in not speaking common at start.
