Having played one of these type of chars before and seeing how hard it is to get anywhere I would suggest this be added in to the char creation system.
The pluses of this beyond the rp would simply be you a very small ammount of xp for rping. An emote beyond a certain length would reward the flagged char with say, 5 xp. As this is about the only way a pacifist char can level on the game this is not so much.
The downs are rather more considerable. The char cannot be a fighter class without an application. Fighters of whatever stripe fight, being a pacifist fighter seems most odd. The char cannot learn -any- offensive skill or spell. They can learn spells that provoke attacks as long as they are not direct damage, summons are an iffy area. Considering they hurt things. Such a flagged char is permanatly locked in no kill and simply will not fight back if attacked.
Also if a current char wanted to buy this trait they would eaither have to app for it or spend a bunch of glory for it. Though I would think such a trait could only be gotten in creation, you start out your adventureing life this way, though a change of heart far later in life is possable, hence the other ways of getting it.

Hmm...I dont know much about coding, but it sounds to me like quite a bit of coding for something that would be rarely used by maybe one or two players.
Also, I think that people would not try and be ridiculous in their smotes just to get xp.
Theres not just combat and fighting to gain experience.
