It is leather and is light armour.
It is just the right size for you to wear.
It can be picked up, worn about the waist.
It is worn as armour.
It is medium in size and would fit a humanoid.
The rest of the 'black and white' gear is listed as cloth.

My vote would be no. Those were aimed at Tyrrans (not a population typically known to be bothered by a leather belt), but I don't have a dog in the fight and will go with the consensus.
