Swimming with Waterbreathing
I have waterbreathing on and trapped in a lake. I can sleep, obviously, since i can breathe, but the moment I wake up, I don't have enough stamina to move. That doesn't really make any logical sense to me. Is there any way to reduce the stamina requirements somehow? I've encountered this when swimming without waterbreathing as well, the moment you are out of stamina you are dead. I understand it from that point, but with waterbreathing? I should be able to just sink to the bottom and walk to shore.

Or at least allow people with the spell on currently to regenerate stamina normal or almost normal aye?

You do regenerate stamina as normal - unless your con is abnormally low, that should provide plenty of time in between regeneration ticks and swimming ticks for you to move at least a square or two. One problem with the 'sink to the bottom and walk through' would be water pressure - a diver can be trained to overcome that, of course, but even that has limits. You could look at that as the swim skill, perhaps. Some lakes are too deep for any unprotected diver. Just some thoughts.

You still have at least one race in game that could do that though. I thought the stamina Regen rate was half or.does it seem low because swim skill has a slight constant stamina drain?

Hahah, I was once trapped underwater for an hour or so, once... just watching the duration dwindle and dreading the death to come. I managed to weasel my way out with bears endurance if I recall correctly...
But, yeah, swimming has a constant stamina drain. I think it is based on constitution and your swim skill in regards to how much it consumes per tick. I associate it with the act of treading water so you don't sink, but maybe waterbreathing should offset the drain a little since you wouldn't necessarily have to tread as much (like you do to stay above the surface to breathe).

Maybe turning on config +noswim while already IN the water should allow you to just stay at the bottom until your stamina regenerates enough.
Just a suggestion from someone who actually found it annoying you could never increase swim skill while waterbreathing.
