Building Process Policy Change

We have changed our policy for building areas so that builders no longer have perpetual rights to a project once its begun. In plain language, we may ask you if you wish to continue on your project if you start an area, make no progress, and then someone else asks to work on it.

Is there going to be a time limit on this? Would be pretty crappy for a new builder to start working on something only to have someone with experience swoop in after a month or two and take over.

No, but it's something that will be handled by the area administrators (currently Talos and me). Both of us are long-time builders; we understand and are not out to rush anyone, but we also understand that it's not fair if you sit on a project for a very long time and make no progress. Note that we're talking about asking the builder, too, not just stripping the project out of their hands.
