Prerequisites: 16 Dexterity, base attack bonus of at least 1
With a light weapon, rapier, or whip made for a creature of your size
category, you may use your dexterity modifier instead of your strength
modifier on your attack ("to hit") rolls.

What does this mean by "light weapon"? A weapon that I've made smaller at a smith so that it feels "nice and light" in my hands? Or only a handful of specific weapons. The rapier and whip I understand, but what about a cut-down spear?

Light weapons are described in the SRD as follows:
Pretty sure FK adheres to that pretty faithfully; a side note--a lot of things that can't be found directly in the FK help files or seem obscure are usually fleshed out in the SRD (located at d20srd.org).
