Just a general question to ask why NPC spellcasters never use defensive casting.

NPC spellcasters
I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

They do, but most of the time you are not in the room when they apply their defensive spells.

I was referring to the combat mode that negates provoking attacks of opportunity.
