As far as I understand, skill increases are proportionate to your character level. For example, the lower level your character is, the less number of repitions is required to gain a skill level.
How does this mechanic work for races with ECL? Is this based off the actual character level? Or is this based off character level + ECL?

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

Level of the skill plays a part as well.
As an extreme example (numbers are made up)
Level 1 human takes 5 skill uses to gain an increase in elven at inept.
Level 1 human takes 500 skill uses to gain an increase in elven at master.
Level 50 human takes 50 skill uses to gain an increase in elven at inept.
Level 50 human takes 5000 skill uses to gain an increase in elven at inept.
As an extreme example (numbers are made up)

Personally I had not noticed that much difference between my ecl and non-ecl characters.
What I noticed, on the other hand, is that my ECL characters, to learn the same skill from a character, let's say dwarven, spent much more experience. I remember at level 25 a single lesson in short spikes sent my drow back from well over halfway to about halfway.

While there is an argument that lower level characters get skill increases faster (and it's mostly true), I believe it comes from the fact that you get more exp towards skill increase from fighting same-level/similarly leveled NPCs. Depending on power spikes, this can happen pretty early for a lot of toons, and makes definite sweet spots. How that translates to ECL is a very, very interesting question.
