I know that with the way the current spell system is set up... there is no way to make a Charm spell work against another PC. Mobs, sure... do the ST check and then allow a temporary time to allow 'order' to work.
However, I want to pose this question to the forum at large...
I had a situation where I /really/ wanted to cast Charm Monster upon a PC to get him to comply with a non-violent request. Simply empty the contents of something he had. Unfortunately, I could not cast Charm Monster and there was no way to verify if he would fail a ST roll or not.
So how should it have played out? Or what would you recommend? I am ok with the way the scene concluded (as we relatively dealt with it on an IC level... I had to change my mindset on how to remedy the situation).
But I wanted to hear the thoughts of others? That way if I am presented with a similar situation in the future, I can have these suggestions floating around in my head.

You can always offer up an alternative such as suggesting a dice roll to determine the success of your smoted attempt. The other player might agree.

I go to rolz.org and ask the other player to log into the same dice room as I am in then they can roll a D20 + their will on their score sheet versus 10 + your skill rank in charm person.
Would be easier if we had a compete command that rolled stats vs stats in these situations though.

Or if the spell was altered to do what it's supposed to do I don't think this would be a problem.
Charm person currently behaves like dominate person in game. At best on a success it should make an NPC follow you and assist you in combat or give you one item for free from it's stock / inventory. These are some of it's main uses. Under no circumstances are you supposed to be able to use charm person to force a WAterdhavian shopkeep to attack lord Piergieron for example. The spell only makes NPCs extremely helpful.
This way, you could let it succeed even on PCs and all the code would force them to do is perform nonviolent action or follow you / join your group and from there it'd be up to the player to create some good rp.

I trained up double-edged bananas because the uber-plantain of doom I scored from the beehive quest was the best weapon in the game. Now it's being treated like a bug and they have gimped its damage! That's not fair! My character is ruined!

I second Yemin's suggestions with a compete command that would allow an independent dice roll to decide, this would also foster a relationship between players to roleplay out PVP combats along with the killmode nofight command. Kudos Yemin!
