Using book chars as NPCs

If we are building an area inspired by one of the novels, and there are named figures in the story that we wanted to have a presence in the area or an area quest, what is the protocol for doing that, do we need to run any we want to code in by the imms?

Example, Rhylin, a wood elf druid which is one of the Circle of the Emerald Leaf, or Doriantha, a ranger/priestess of Solonor. Not main players in the story line, but still notable supporting chars. Kind of like how Arylin Moonblade makes a cameo in the Tall Trees quest.
