So you want to contact someone, but he is either:
1. Living and seclusion and has never greeted you
2. You for some RP reason don't have an amulet of communication or couldn't find another one.
3. Never is on the same time as you due to RL schedules.
4. You just find the pigeon method more RP and cool
Perhaps there should be pigeon mail posts situated around the world that will bring a letter (parchment and quill req.) to a nother PC after 5-10 minutes or as soon as (s)he logs on. The person does not have to be greeted, as long as the game recognizes the character's real name. (Possibly unavaible to characters located in dungeon areas until they get out?)
One advantage of this would be the RP.
Andreas watches a snowy owl swoop down from the dense foliage overhead and drop a latter. He catches it (dex check passed).
Andreas reads his letter thoughfully.
Adreas hmms out loud.
Andreas raises an eyebrow, and, bowsing apologetically, mounts his warhorse, riding off in a spur, leaving dust on the distrubed earth...
Another advantage would be when you really need to find someone but only knows him(her) by reputation. E.G. discovering a breach of the Weave by outsiders and sending a letter to Elminster.
Third, just to drop a note to someone that you hardly ever see on line (I, for example, would never be found playing late at night, while that might be another's exclusive game time). 'Cor, you could always leave a note, but sending a private message seems better.
As for any abuse of the system, hopefully it will be restricted due to the cost involved in the service, the delay of the sent message, and, of course, some monitoring.

No, it would go to his secretaries, or in Elminster's case, to Lhaeo or whoever... or Elminster could just burn the letter. Why am I talking about Elminster?
You used the example of a well-known PC. But what if a well-known PC is sent loads and loads of pigeonmails? With tells, it is possible to "detune" so that you can, if you wish, RP.

a) PCs wellknown might have their inventories clogged with pigeonmail

Like I said, pigeon mail should not be spammed due to the cost that might accompany the sending (say 3 platinum per letter) so sending it for apples would not be likely.
As for stacking over time, perhaps the mail only be logged for a RL week, or so. And perhaps it can be dropped on the ground so inventory doesn't get filled.

I like the concept but dislike the idea. I like the idea of being able to leave a message, or better yet, SEND a message to someone who is far away, or not online just then, without posting it to the note board for all and sundry to read.
But I dislike very muchly, the idea that all and sundry I have never met, can send me a letter. It would pose the same anoyance IMO as being alowed to send tells to folk you had not been greeted by. Some people refuse to greet for a reason, they do not want to be bothered. This idea would circumvent that. And while it IS just a nuisance, and easily ignored, it may not be in your chars rp to ignore it, I know a couple chars (one of mine included) that being annoyed with letters from folk they don't know (or know but have not greeted, or even those they have greeted, sometimes..) would be sent into a murderous rage.

Yes, they may read it, but.. when the owl drops the message on the gound, there is a chance someone else may nab it and read it. Atleast this way, you would know (maybe?) who was reading it, if they read it, and you could try to pick someone you felt was trustworthy, or someone willing and able to keep your deep dark dirty little secrets.
Also, a pretty good way to help out newbie characters earning coin. You need a job done, it is a fairly simple job, deliver this here, or wait here for this person to show, and give them this, and earn some coin. You would be peyding the coin on the owl service anyway. And this way, the recipient has a chance to refuse the missive, or accept it, or pick the delivery persons brain.. also helps the newbie character meet people

I would like to give my opinion on what was said here:
First, I would like to see an IC message system, which would maybe work like the note board: You would go somewhere(for example the font of Knowledge, and read all letters that you have received by then). The advantage is that you won't have to be online at the same time when the other character is online. A disadvantage would be, as Tychina said, that you might get spammed. So to solve this, you could maybe add an accept system: When you read a message you can choose to accept it, or burn it/send it back. Unless some of the messages are accepted a char can send another char only maybe 3-5 messages(one message might be not enough sometimes i think).
Another thing is, to also make an OOC message system. I know that in this mud things are mostly tried to be handled ICly, but..
I give an example. I do only know a limited number of people outside of this game. So it sometimes happens that I meet a char, RP with him, learn to know him a bit. Then, a while later, I would like to meet him again. For example, and i have been told this is weird, so don't say anything on that, I do like to do quests with certain characters only. For example on an orc hunt, I might ask a level 50 neutral fighter that would do it to help my character. Much more I would like to do it with another character who has a very good IC reason to hate orcs though(and one that my character knows ICly as well). Instead of a hero helping me, who might laugh about the petty IC quarrels of someone like my char, I might have someone who might in the best case be grateful for my char that he gave him the opportunity to hunt orcs. So, now for example I have met exactly such a char a while ago, and when getting this quest, constantly look on the who list to see if he is online so I can send him a tell(or maybe, "happen" to meet him somewhere). The problem is he does never log in when I am online. Either because he logs in when i am asleep, or because he doesn't play anymore(or temporary), or because this was just a rarely used alt that is logged in once every 6 months maybe. As I do not know who is playing this char OOCly, I cannot ask him to login with this alt, maybe i even talk all the time with another alt and don't even know it.
That is why I suggest an OOC message system. When a player logs into his account, on the screen where you can select play, delete and create a char you could add another line like: you have got xxx unread messages. So, the player could read the message and see something like this: "Character Lorion to character Kladian: My character would like to meet yours. Could we maybe set a time when we can do this?"
That way, you would not give away any alts, as I who play the character Lorion sends it to the account who has (among others) the character Oghma on it. Neither would he know my other chars, nor I would know his.
Then he could either send me a message back, telling me when he has probably time, or he could, when he sees my char online and is done with the alt he is currently online with, log in to his other alt and wait for me sending him a tell.
I know this could probably as well used to spam people who don't want to get messages, but there should be a way to work around this surely.

What about the SMAUG code system of mail that can be sent to particular players at a room flagged as a post office? Much like note boards, but each one is really just stuff stored in the pfile or a similar area until the character chooses to get rid of it. i.e. Some sort of messaging place, this could be designed as with owls but with echoes, and other types of messaging could be used with the same code and different descriptions.

Mailing Letters Instead of Message Board
In some other muds taking place in this time period, there is a mail office in a few major cities where people can collect personal mail in the game that others cannot read. I was wondering if maybe this could be an addition to the game, since it is often hard to find someone or when people disappear for long periods of time in between roleplays, and you need to get them a personal message that you do not want the whole Kingdom's seeing on the message board. Just interested to see if this sounds like a good idea to anyone else.
