I am just looking for a little clarification on this rule as it relates to this other rule:
* There is no set time required before combat can begin, but there must be adequate roleplay.
* PCs may not walk into a room and immediately attack other PCs.
* Generally the amount of time spent on smotes can be flexibile if the roleplay is adequate.
* Both sides must smote actions that further the roleplay.
* No player should be blindsided with a pkill.
My question is, are spells that can be construed as aggressive, but do not cause any damage or start a melee fight (i.e. blazebane, weaken, dispel magic, fatigue, etc.) under the smote requirements for a pkill?
Can you cast these indirectly aggressive spells without any smoting or roleplay?

Just my opinion but...

Ide say if they are cast on someone else, and can be seen as an aggressive spell then they can be taken as a hostile action and seen as the first action in a PK.

And ide also say yea, you need to RP any spell that could possibly taken as a n aggresive action during a PK. Ide even say spells that would hardly EVER be taken as a hostile action should be RPed if it looks like it is a PK situation.

Probably needs an imm ruling on this if I am wrong, though.

An "official" answer to your question will have to come after imms consider it. Though it is Lathander's name attached to the PK rules thread, the rules themselves are the result of collective imm discussion.

Let me add that the specific situation you allude to above has other IC and possilbe OOC background to it. Any answer given should not be taken in isolation but with the view of the specific background.

If the background would change your answer, could I ask if you would please post what would be expected if there was no background to such as well?

This is merely in case myself or someone else reading this comes upon such a situation and after reading this would know what would expected of them.

The situation that caused me to ask this question would fall under this rule:

So, even with IC background (and OOC background? I guess I'm not sure what you're referring to there?), should there still be some roleplay before indirectly aggressive spells are spam-cast?

Also, I am curious about one other thing: the coded justice system of Waterdeep only triggers upon an actual fighting situation. Does this mean that indirectly aggressive spells are not against the law, or only that the justice system does not catch them as aggressive acts?

The OOC answer is it is considered poor form and potentially a Pkill action to cast any spell on another person non-consentually.

As far as casting these type spells in Waterdeep, the IC answer I would offer is that ICly, the city of Waterdeep contracts countless Watch Wizards (don't remember the exact number), attuned to the spellcasting that goes on about the city. Their sale purpose is to subdue and control rogue spellcasting within Waterdeep. If a spellcaster starts going around casting baneful spells in the open areas of Waterdeep, ICly, you would get the attention of the Watch Wizards, and you would chances are, run afoul of their regulations. And you would, chances are, end up ICly confronted with a half dozen of them drawing from a spell pool of hundreds of stored spell slots.
