Outsider Wings [Planetouched]

Here is the corrisponding quote from Races of Faerun:
Outsider Wings [general]

You have sprouted wings appropriate to your heritage, revealing the power of your supernatural bloodline.
Prerequisites: Aasimar or tiefling, base Fortitude, Reflex, and Will saves +2, Celestial Bloodline or Fiendish Bloodline (feats).
Benefit: You gain wings, allowing you to fly at your land speed (average maneuverability). A medium or heavy load that would reduce your land speed reduces your fly speed a proportionate amount.
I would say that this feat could be taken at any time, if after first level, they would need to be RPed as growing. This feat would allow said planetouched to have the ability to fly or land at any time (similar to avarial elves).

This feat would more than likely HAVE to have a kismet cost, I would say -100 kismet here, but this could be increased/decreased. Planetouched already cost a large amount of kismet and this would add something else to their abilities, as well as taking away a valuable feat point.

Other penalties could possibly be:

-2 to dex (due to it being harder to keep your balance)
-25 to carry wt (due to not being able to carry much and still fly)

Feedback is always welcome,
Thanks,
Glim asks Gwain 'Can I be on the watch?!?'
Gwain raises an eyebrow.
Gwain seems to display a look of complete horror for a second...

I believe it is a good sounding idea, but I don't think the costs should be -so- high. Perhaps set a boundary on how much you can carry to fly, like not above a set amount per carryweight level. Also, I think it would take a higher dex to fly and keep balance, and when the tiefling/aasimar mastered that he would be more agile than before the wings. But I'm no expert. It seems that DnD only needed you to have a few prerequisites, so obviously it wasn't -that- much of an advantage. Make a level requirement and make it take up more than 1 feat. To give a little more clarity to my statement:

Advantage: Flight
Requirements: Certain level, 2 feats
Disadvantage: No flight with carryweight exceeding 225 lbs.

.. That seems reasonable to me.. >_>;
