I'm in the process of "populating" Arabel and would love to hear suggestions for mobs to give the city some life. Please don't include shopkeeper mobs as I've already got that covered.
For example...

{70}An adventurer strolls along here.
{70}This fellow looks like he's seen some rough times. His pockmarked face is further marred with a livid scar across the bridge of his nose and left cheek. He has steely grey eyes, scraggly black hair and looks like he hasn't been acquainted with a razor for a few days. The worn hilt of a sword is peacetied into the scabbard riding on his hip. The rest of his gear is plain and appears well kept.
I also have guards, pets and mounts done, so don't worry about those. I'm looking for the kinds of people and animals that would be found at large in a busy city. If you have ideas for unique mob progs (not quests), please feel free to include them too.

drunken men walking around begging for money for alcohol,
Chimney Sweeps
Covered in Soot these men swing from roof to roof leaning chinmeys
Thief Takers
Barefoot and armed with quarterstaves these men await patiently on roofs and in alleyways for any sign of theft.
Street Urchins
Steal food for a living and live in the streets, little grubby children
Window Wipers
Men that walk around and wipe your windows (window washers maybe)
Halfling strongmen
Fresh from Holyhead, these impressive muscle bound individuals do feats of sstrength at various street corners.
Beared Sembian Ladies
Fresh from Sembia, this woman looks as if she has a long tradition of circus preformance in her family, just don't ask her about it.
Blind men
wandering individuals with cups for begging and chains to stand on
Malarite prostelisers
Dressed in fur and smelling of icor or worse these men run through the streets seeking converts to the ways of the beastlord.

Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

If you do a Google search, you'll come up with a lot of different web sites. Unfortunately, most of those are set in the current Forgotten Realms campaign timeline which has not been incorporated into Forgotten Kingdoms.

"Arabel is a fair-sized city of almost a thousand main buildings, situated where the East Way meets Calantar's Way in eastern Cormyr. It is a fortified city, though it has many posts for trading houses outside its walls.
Arabel is first and foremost a merchant city, famed for its jewelry, principally that of the merchant house of Thond. A number of trading companies have major outposts here, and there is always a floating pool of mercenary talent to be hired at any time, the largest unit being the Red Ravens. The city is also the main shipping area for coal in Cormyr, gathering coal from mines in the Gnoll Pass area."

Arabel is a major center of trade and home to the Warden of the Eastern Marches who oversees the garrison. There are a number of excellent inns and taverns in the city in addition to the numerous trading houses. Several noble families maintain estates within the city walls. Tymora lived in Arabel when the gods were cast down during the Time of Troubles. Lady Luck protected the city and its people when the gods walked the earth and is viewed as the patron goddess of the city.
Arabel has a history of rebelling against the crown with the last incident being led by The Lost King Gondegal. When King Azoun Obarskyr IV rode against Gondegal, the self-proclaimed king disappeared and the city threw open its gates in joyous welcome to King Azoun. No one knows what happened to Gondegal and fireside stories involving his return are a favourite treat. His name is also invoked to frighten children.
Cormyr is a hereditary monarchy with an unbroken line of rulers extending back to 26 DR. The Time of Troubles took place in 1368 DR. Suzail (south of Arabel on the coast of the Dragon Reach) is the capital of country from which the Obarskyrs rule and nobles engage in court intrigue.

There ought to be a way to submit, and store, a list of mob descriptions and progs so that coders could just pull them up and stick them into appropriate places when they feel like.

In his stoic expression is the well concealed but unmistakable hauteur of one who has
outlived his family and friends, and far too many winters.
