Twin Sword Style

This is the first time I'm going to post so If I am breaking any rule, I apologize. I would just like to ask if we can we have an echo on when the feat works? Also I just wanted to ask if it really works even if you don't wield two blades? Help files says 'It makes it harder for your enemy to hit you when you are wielding two weapons.'. Just wanted to make sure.

I believe that the effect of this feat is contant (as long as you wield two bladed weapons). So, it actually always "works".

It's an always on skill, as Dalvyn said, and works whenever you are dual wielded. It translates to an AC bonus, far as I know. It's not a thing like dodge or parry, which are sadly coded to where they trump beating the AC in FK. (yes, repeat rant)
