Transmuters

Alteration spells cause a change in the properties of some already existing
thing, creature or condition. This is accomplished by magical energy
channeled through the wizard. Transmuters must have a high dexterity, and
half-elves are able to become Transmuters.
This was in the help files. It says half-elves can be transmuters, but doesn't say who, if anyone, cannot be transmuters. So, my question is this, can anyone not be a transmuter?
Transmuter question
'help racesallowed' will bring up a chart of which guilds are available to which races. However due to the introduction of the new races/guilds and some other changes it is no longer up to date. At the moment I think trial and error is pretty much the only way to discover which guilds are available to which races.
According to the chart only humans and half-elves can be transmuters.
