This command would make able to lend money or objects to other characters without risking to lose them without getting economic compensation.
The idea is the following: Character A asks Character B for 50 gold, and B agrees, but he says that he must return 55 gold in ten real days.
B then calls Character C, who knows the trade and makes the contract using the following syntaxis:
Contract <the name of who asks something> <the name of who give something> <amount of money> <number of days>
For using this trade player C must have parchment and a quill.
In this example player C would type:
contract A B 55 10
Then he will give the contract to player A, and he by holding the contract and using the command SIGN, will mark it as valid, after that he will give the contract to player B, and player B will give the coins to player A.
Now can happen two different; A returns the money to B, or A doesn't log anymore or doesn't want to return the money.
In first case B gives the contract to A, and A by using the command FINISH while holding the contract destroys it.
In second case B after waiting ten days goes to a bank and by holding the contract and using the command RECLAIM he will get the money that it is noted in the contract, this money will be taken from A's bank account (if he has nothing, he will be in debt to the bank) then the contract will disappear.
The contract can be read, and it shows who can RECLAIM it and for how much and when, this is vital so who asks something to be lend knows what is signing, after being signed the contract A, it is show in the contract that it has been signed by A.
If A or B knew this trade it wouldn't be necessary call C, a character can include himself in a contract.
This trade will be logged for possible potential abuse.

This kind of things are better done ICly I think. And it should be up to the players to come up with an IC system to validate the contracts.
That would actually be an interesting roleplay for followers of Waukeen: seek out IC way to convince people to accept those "contracts". Actually, historically, I think that what you describe is exactly how "paper money" first appeared. And that happened first in Italy, too.
Anyway, a solution that can be easily applied (though it's up to you and the other followers of Waukeen to come up with better solutions if necessary) is a "stamp" that can be applied to a piece of parchment, to make it official. It should be possible too to make it so that, once a parchment is stamped, the text cannot be edited anymore. Applying the stamp (along with some wax perhaps?) would change the name of the parchment into "a piece of parchment stamped with <symbol>".
Then, obviously, it might be up to the followers of Mask to find out how to forge such documents, and so on.

Mostly I thought about this, for the special case in which a player no longer logs a character that has a debt.
If a character that is in debt to someone still logs, you could have fun RP like hiring people to bring him to justice, confiscate houses or shops of him...
If a character that is in debt to you don't logs anymore you have lost the RP associated with it, and what you lend to him in case he has not money in the bank or a dwelling.

Raona's actually worked out a scheme for this, and hoped to incorporate a "merchant's court" into her dwelling application. She just hasn't had time to do it! If anyone else wants to use the idea, having time and money to spare, here it is:
Set up a message (NOTE) board, where one person posts a contract, and the other posts a statement to the effect of "I agree to the contract."
The resident would check the contracts periodically, and arbitrate disputes.
Ideally, only the owner could REMOVE posts from the board.
