This idea falls into the "Is it codable and how much work would need to be done" catagory.
Basic idea is this:
PC buys fishing rod
PC buys bait
PC attaches bait to fishing rod
PC casts pole into water
PC waits... waits .. a BITE!
PC pulls rod to reel in fish (code here so the PC has to pull rod more then once to try to catch fish)
Fish has chance to break off rod and break string (just needs new bait and to recast)
Once rod is reeled in...
PC RELEASES or CATCHES fish
Continue above.
The goal of wanting the above to happen is also to bring in a store that purchased fish from the PC. Different money cost for different fish. The work on it though would also require water sects to be "stocked" with appropriate fish... Salt water, pond, lake, river ... It would give those of lower level or those who do not want to hunt a method to earn money and get their own food for it.
I was planning on short and sweet and looking for other ideas now =)

There is also no way to sell the fish and a very limited amount of fish you can catch with it =P I am more looking to expand it to give it more usefulness

I personally would like to see this changed to be a Trade. The better you get at it, the more likely you are to catch that 'large fish.' Also, there are different fishing poles and line for different circumstances. Maybe that's putting too much thought into it, but you aren't going to catch a huge marlin with a line whose max weight can be 15 lbs..
