Just an option to decide whether or not we want our characters to be vicious, apparently uncivilized scalping machines as opposed to people with hearts and respect for their enemies ;D

I understand your issue with this but the problem is that it is (ostensibly) not a hard code issue that could be modified by only a flag on the PC of "yes" or "no". The scalping of bandits most likely (I have not ever seen those mobile programs) occurs as a function of a death program. When the mobile dies it gives its killer ($n) the scalp automatically. If you wanted to change this then it would be a question of not only assigning some toggle (yes or no) to each PC, but also a question of changing the mobile program of each of the bandits of thugs that does this. I believe.
I recommend that you instead role-play selectively. That is: if you do not believe that your PC would do this then just pretend like it didn't happen and drop the scalp.

I've always understood that this did not happen all the time for every kill, does it currently happen at random or for all kills of the related mobile class?

That is predicated by the death programs on the various mobiles. In my experience, the mobiles that "drop" scalps do so each and every time. It is conceivable that some mobiles who drop a body part (scalp, ear, tail, whatever..) might only drop it some of the time though.

I'm not sure if this is noteworthy, but if you've got a pet that actually makes the kill or if the bandit bleeds to death, no scalp will be awarded. Yes, Keltorn, good point. There is no scalp awarded whenever Harroghty's horse kills a bandit. There might be a check like "if ispc($n)" included in the code to ensure that only PCs are able to receive the scalps.
I still believe that while I like the idea of a CONFIG option for scalping, it is not really feasible based on how the scalping is currently programmed (a death program on some mobiles as opposed to something in hard code).

As the trigger is only applied to <15 mobiles, it would be a simple task -to add a check for a PC's flag set when they toggle their config option- into the scripts of the mobiles.

The scalping itself is not a code issue that can be toggled like swim, fight etc. It is a building perk to code to give low levels a way to make a bit of coin. I honestly do not see the need for making a +/- to this because simply... If your character would not collect a scalp for a bit of coin, then WHY is your character killing them? Just put yourself on stun when walking down the road and let the next person coming by do the deed. It is as simple as that.

Or as I said, if your rp requires you to kill the mobs, but does not want you to turn in their scalps, simply leave them be or bury them with the corpses. Its easy enough to ignore or accept that beating a mobile to death will cause parts of them to flay off, if you have trouble justifying scalping, then simply the scalps fall off in the ensuing fight? Its up to your perspective of the events.
