I'm not advocating for initiative rolls like in D&D but rather a compromise between D&D and the particular nature of MUDS.
Initiative rolls in D&D are influenced by Dexterity, what I propose is reducing the lag associated to entering a new room the higher your dexterity is.

wouldn't that mostly just affect speed of moving between rooms?

Yes, just like does the improved initiative feat.
But when you enter a room full of aggresive mobs is when it is really helpful.

How would that affect the speed of movement of PC's with lower Dex? Or would it simply be that they experience more of a lag in what they receive in Mud Output?

Characters with lower dex will experience the same lag that they experience already, characters with high dexterity with experience less that they do already.
