A spell that could change the language flag (if there is one?) for items such as parchment and the likes, or maybe even at higher levels of skill make it so that only a specified target could read the parchment (through use of progs).
The item could then be considered a magical item and could be dispelled if the person wanted to read it, etc.

I believe what he is asking for is for notes to have the option to change the languages on them. One paragraph elven, another dwarven, etc.? Or maybe he is simply asking to be able to be able to SET a language for notes.. Either would be pretty cool to see.

Second off, have this kind of coded like the language code, so say, if you wanted to deliver something secretly and you knew your friend knew 'Ancient' really well, you could:
cast 'encrypt' parchment ancient
And change the language of an entire piece of parchment into Ancient language.
Or, you could:
cast 'encrypt' parchment <target>
Where the target would be another player, and this could make a type of ward on the letter, so that only the target could read it.
I don't know if these suggestions would be for different spells or what, but I think both aspects are neat ideas.
Plus, with adding language codes to letters... helps if you find something in a quest in an ancient area and you'd like to have another language. Doesn't make much sense if a Warrior that only knows Common can read old stuff written by the Yuan-ti, etc.

Rhelian is right. If you select a language to speak, and then write a note while speaking that language, that is the language that the note will appear in.
However, I would like to see a spell that allows a person to change the language that an already written spell is in. Though a character should only change a written note to another language if they know the language they are changing it to.
Or, perhaps, a spell that changes the appearance of a note entirely, so that a person would have to use something like true seeing or equivalent measure to read it- with a target person, who would be able to read it regardless of sorcery.
For example: Manny the Mage is delivered a note from his commanding officer in a battle that says, "Send reinforcements to the east ridge, where we will make a sneak attack on the enemy.", and instructed to encrypt magically, so that only Gerty the General can read it. That way, if the enemy gets a hold of the note, they'd need some pretty powerful magic to make heads or tails out of it.
