NPC Shopkeepers not purchasing at correct value

I came across several shopkeepers not purchasing masterwork or magical items, including full plate or weapons at no value. The items they are selling though of this nature are being sold for top price. This can be confirmed in two cities, Waterdeep and Silverymoon.
Justice is not neccesarily honourable, it is a tolerable business, in essence you tolerate honour until it impedes justice, then you do what is right.

Spelling is not necessarily correct :)

This is not a bug. Some shopkeepers have greater means than others; it is incumbent upon the seller to use the VALUE command before selling.

So there are still merchants in the mud that will give equal value to expensive items? If that is the case then I welcome the change and apologize for the bug report.

Yes, some sellers are willing to offer more than others.
