Many rules, including those about the pricing of potions, have been changed over the years. When I first started brewing I charged 25 platinum or so for a bulls strength + bears endurance potion, and that was pretty cheap since I was trying to edge my way into the market. Now days I'd probably charge around 5. In my opinion, this has come about with the lax of deity regulation. It doesn't really matter if this is for the worse or the better, but punishments were handed out by deities for selling too low or to the wrong people. This really isn't the case anymore. Brewing really isn't a big enough part of the game, for me, to be monitored thusly. There might be answer to yemin's problem without involving deity intervention and still being somewhat ic. The rate at which components are used up could be increased dramatically when brewing causing the process to be more expensive which, probably, would increase the price potions are sold at.

What people are not taking into account is that up until late 2004 you could brew any spell into a potion as was possible in version 2.5 of d&d. The change to 3.0 and 3.5 resulted in the curbing of this to below lv 4. The potions that you see with higher level spells are remnants of the older code left in place for area use. A major reason why this change took place besides the changes in core rules was rampant abuse and the need for monitoring that distracted from more desirable game advancements.
Further take into account that up to 2007-2008 healing spells healed significantly more than they do now. A cure serious healing spell would cure up to 75% of health instead of 10-25% regardless of constitution and health points. This was changed to follower srd but also led to changes in the healing factor of brewable potions.
Here's what I'd like to see. the potion rmi table could be changed to give you rarer more useful potions like recall or stone skin or even cure critical or heal. This would be an improvement over less useful potions.
Otherwise, I don't see the need to lower the price or increase the availability of underdark potions period. You can still make considerable amounts of coin in the underdark and purchase potions when possible. If you feel alone in the Underdark the area could be going through a player drought temporarily and playing an alt in places without a drought may prove easier than bandaging a temporary solution to a single area.

Where did anybody propose to lower the price or increase the availability of Underdark potions?
They are available there already! And for cheap too!
I fail to see in which way potions would make the Underdark less lonely.
If one needs to use potions it is because they are already alone.
There are fewer players in the Underdark, so potions are, as a consequence, slightly more useful. But that's rather obvious, I think.
