I think the easy answer is to address it IC. People are going to do all kinds of things to their pets out of preference (Mele, your cat looks fetching, I'm certain), ignorance (How many people keep horses in real life? If you do: how many have a trained destrier or courser that has more than the usual tack? Who's got a griffon?), or laziness (a desire to skip role-play for expedience or convenience). All you're able to do really (and, I believe, all that's necessary) is that you address it IC.
I ran into a young gentleman with his horse in Bradigan's the other day on Harroghty and so Harroghty just slapped it on the croup and sent it running outside (shoved it). There was a brief exchange with the other guy and that was the end of it. It's an issue that I believe is best served by players policing their own; it addresses each of the potential causes to the best degree appropriate and possible.

That being said, though, sometimes you can't really tell you're going into a place your mount/animal shouldn't be. Heck, sometimes you can't even tell that your CHARACTER shouldn't be places before going there!

Don't get me wrong. Nysan and my other misfits do react IC to these issues when I come across them. Some times, it corrects an oversight of a new player and some times... its ends up as a "so what?" point. Folks that know what they are doing is wrong tend to not care simply cause some random dwarf or old priest comments on the odd attire or location of their traveling companion. Renewing the forum discussion of the topic at least rises public awareness of the problem, even if it doesn't inspire the repeat offenders to change their ways. *shrug* I'm sure Nysan's patience will wear thin sooner or later and result in a bloody mess for someone. Still, no reason problems cannot be approached OOC as well as IC.
