I have an idea then.
I still like the idea of making meditation only increase spell regen while decreasing HP/stamina regen. But if perpetual buffing is a concern (I don't think it's a big deal, but I can understand it), then make buffs take a long time to regenerate but allow offensive spells and other utility spells to regenerate quickly.
This way, wizards aren't perpetually-buffed powerhouses, but they don't require tons of downtime.
Edit: By 'utility spells,' I mean things like identify, comprehend languages, maybe the teleport spells, floating disc, etc. It's fun to be able to do things while roleplaying outside of combat, but waiting 20 minutes kinda kills that.
