Per the help file both greater weapon specialisation and greater weapon focus can only be attained by members of the Fighter's Guild.
That's all good and fine, but what about us Drow who go to melee-magthere?! I think the weaponmasters teaching us young drow are more than adequate with teaching such feats
If not, well then fine, nasty good guys can take their bonuses!

Drow are wusses anyhow.
But seriously, most weapon types don't even have these feats in game. Hell, even a lot of the REGULAR weapon specializations aren't in game.
Would I like to see them? Since that's what fighters get in lieu of spells (and on FK, in lieu of really strong magical arms and armor too..), I feel that they all should be available in all fighters guilds. However, as with all things, if you want it bad enough I suggest you build it yourself.

Put more pointedly: Drow areas have evolved mostly as a result of the efforts of a few dedicated Drow players. Because they are limited to access by just that one race, improvements in the areas are rarely undertaken by the building staff at large (too many things to do that almost everyone can access),and if you want to see improvements made in a Drow area, you pretty much have to volunteer to do it yourself, or beg one of the Drow builders to do it.
