Mundane Objects and PC Merchants

It seems like PC merchants are slowly growing in number and with them, the RPs around merchants is growing. This is a good thing.
PC Merchants are great for food, magical items, spell components, and trade/crafted goods. They are nearly pointless when it comes to mundane objects. Another issue that comes up with mundane objects is that often times, they "buy out" at all the vendors and you cannot sell what you've got until a MUD-wide reset.
My proposal: allow merchant PCs to apply and if approved, receive a "license." This license will allow the PC merchant to sell mundane items at special vendors (not the storekeepers you find now in game, new ones would need to be added) with no diminishing returns on the selling price.
This will allow merchants to barter with other PCs for practically every item in the game. These new special 'stores' could also be setup so that anyone can buy from them but only merchants with a license can sell them.
