The first step is to submit an application asking to begin a project. (There is a linked help file which gives an example of what's desired in these applications.)
You will continue to follow the steps outlined in the help file once (if) your application has been approved. A builder administrator or senior builder will gladly walk you through all of the steps required in the process, but it is your responsibility to complete your project.
