This room borders on water with no other way to exit but paying a toll, there is no clear warning on leaving the city and no way back in without paying a toll of certain value, if a character cannot swim or lacks the coin to renter, they will be stuck in this small area until they can contact someone to leave. In theory if they are recently raised, or reincarnated with no possessions, no amulet etc, they will have no way at all to exit the area.
I would suggest that the fee to renter be removed or the guard take time to warn and halt those going out.

I remember I got stuck there once. I tried to swim out and almost died a pathetic death.

Been stuck there too as a higher level. Money in bank but none in pocket. Had to recall out.
