Evermeet

Just created this character, and have played him for over a decade in D&D, 2nd and 3rd Edition. He was retired upon reaching Highmagi status a few years back. 
(Rules state that Highmagi PC characters are NOT suggested)
What I want to know is; Can I roleplay him as being from Leuthilspar, Evermeet?
He comes from an established House in Evermeet, which migrated there after Cormanthyr opened its borders to non-elven races, later becoming Myth Drannor.
This House is not an extinct House either, like Starym, but is in the Evermeet accessory.
I know Evermeet is still being built/coded, but I would very much appreciate it if I was allowed to roleplay him as being from there until it is ready. RPing him from Waterdeep isn't exactly the same, if you catch my drift.
Which brings me to my next question; Once Evermeet is ready, will established Elves be able to claim it as home, or will only characters being created fresh be allowed?
This question goes for every Elven homeland as well, such as Cormanthyr, High Forest, Tethyr, Evereska, etc, etc.
With the Drow resurfacing in Cormanthyr and the Elven Court, laying claim to the ruins of Myth Drannor, could we possibly use THAT as a future home?
