Keep Owlbears Away from the Roads

I only assumed it was because the policy is generally that high-level mobs should keep off the roadways.

I only assumed it was because the policy is generally that high-level mobs should keep off the roadways.This was on the East Way's easternmost square. That owlbear came from the woods nearby, I think.The East Way
