I'm not sure why I can't sail when Jahengir asks me 'Why consider your passage paid, just tell me when you are `ready` to sail."

Just say you're ready. There is another intercept program for sail which you're triggering by using both. I can take a deeper look at this and see what tweaks are required later on, but that should get you rolling.
