Surface closed to drow. Underdark closed to elves?

Now, I have in no way, shape or form, any knowledge of exits/entrance to the Underdark from the surface, so I can't really know if it is even possible for a surfacer to enter the Underdark. However, this is just one of those questions that I wish to ask just in case I find myself in the middle of a decision, and I don't understand the OOC consequences.

I understand that the surface is closed to drow. I suppose this is to prevent either hordes of mini-Drizzts sprinting about Waterdeep, or even hordes of evil drow conducting their own "invasion" RPs...

However. If an elf (or any surfacer, for that matter), assembles a party that travels in search of the Underdark, and does so without IMM supervision/permission, would that be frowned upon OOCly?

ICly it would be a very stupid thing to do, but I could see the opportunity for it occuring. Either a mage intent on studying something, or an irrepresible fighter desperate to fight a drow... it could also be fairly simple for a PC to find an entrance/exit and (obviously after extensive preparatory RP) then enter the Underdark.

The ability for PCs to enter the Underdark would add to RP with peoples' drow characters, perhaps capturing "slaves" or just straightforward killing them...

However, it might also mean that we get thousands of untold thousands of Waterdeep newbies plummeting in search of the Underdark, and dying, then worrying others about finding their corpses. It might also lead to thousands of not-so newbies doing the same, as well. :?

So... after a long and probably pointless rambling, I just wanted to ask: is RP about entering the Underdark OOCly forbidden, or is it possible as long as a PC takes great pains to making it IC sense for him/her to be there?

I would welcome any input, as well as an IMM ruling, if possible? :)
