Forgotten Kingdoms Forums

I have I believe had a pretty good look through the forums and was just wondering what is involved with and how a higher level character would go about learning a new spell that is not on the designated list??
Is it open to all mages of all classes etc. Do you need to make an application..
Any info would be appreciated.
