A wizard is only allowed to use this once in his lifetime. Casting causes the death of the caster and a permanent loss to abilities

Seems kind of powerful, given what a hell plane could spew out...something that would be more imm run RP or something like that. Unless your wizard has his own doomsday cult 
. It also would probably have to involve alot more than just a component. Probably several components, including some pertaining to where the portal was to be opened (unless that would be random or at the body of the caster), besides all your usual summoning circles, dragon blood, bodies of the slain, etc.
