Selune and the Insane

The common folk know servants of Selune as mysterious agents of good, enemies of evil werebeasts and undead, and caretakers of lunatics and the infirm.
This particular quote is from

My question is this. In the help files for Selune, it says nothing about the mentally unstable. Does she still watch over them in Forgotten Kingdoms, or is this bit of information incorrect?

I reccomend you check official information available from Wizards of the Coast or in Source books like Dieties of Faerun if they are available to you. Some websites that are unofficial often embelish certain elements and interpretations to fit their needs or the needs of the game, not in a sense to trick people, but to interpret core rulesas best as they can. It happens then that sometimes they embelish certain facts based on the information they have at hand. Its common practice, and often it works towards enriching the mythos of a character or a way of life.
It might be good to also seek out servants of Selune icly in game, you can ask questions related to your querry here and find out if it is true or false. If you feel it is something you wish to rp and there is just cause for it, apply for it through
applications@forgottenkingdoms.com, in your application have a detailed explanation of the particular way your character will be and why you have chosen to rp that way and how it will benifit rp in general. Patience is always key here and it will give you time to seek out more information on the topic occly and how to further rp it.

Actually, what you've got there is verbatim from the Faiths and Pantheons sourcebook, from about the middle of the second paragraph in Selune's entry.

... Oops. Actually, I started him not too long ago. I was just to excited with this one. I didn't think it would have too big of an impact that it would warrent an application. I should probably do that now...

I actually use some of that info in the roleplay and history of one of my characters, and yeah, it is really interesting. It's always fun to find something that can add some depth to your characters or that gives you a new idea that makes you think, "wow!"
As for sending in an application, it's probably not necessary to apply to have a bit of a traumatic history, though if it has serious implications on your roleplay, deity, etc you might want to consider it.

Actually, if you are going to play someone with an interesting quirk, like insanity out of the norm or age or certain strange origins you should apply for it no matter how minor it is. Not because you have to but because it is the right thing to do. When you apply for it, you alert the admins of your intention and clear the way of any misunderstandings you could have in the future and any troubles or violations you may experience in gameplay. It also gives the admins a history of your pc and shows that you are dedicated to your rp and want to do certain things to help that rp. And it might also tell you the cost of that rp such as kismet costs and such, here is the helpfile
Special character and special roleplay

If you wish for your character to have something that is not the norm then
you must apply for it. You should detail your characters information to the
applications committee.
Your application is put before the deities for a vote. The more information
that you give the better. Try and be consise with a summary of what you want
as sometimes what is really wanted can be lost in rambling.

Please note that players with strikes on any of their characters are not
eligible to apply for special roleplay applications.
Most special roleplay applications will incur a kismet cost. We will
likely not approve any applications that focus only one one character

No matter how minor a change is, it does not hurt to apply for it. Because it might become major. It saves you from later troubles and tribulations and adds to your character's history.
Ellian, though it might not seem neccesary, it can be become important later on or in case you wish to add more spectacular quirks of character to another pc in your collection. It never hurts to practice and learn what should be applied for and what does not need to, I see it as a set of guidelines that help you hold to your rp or expand on it.
And always, be patient while the application is being processed, use that time to explore your character and the decisions fully and use that time to decide if what you are doing will work for you. Even if you have a firm decision it never hurts to think about it more and to consider how you will approach your rp.
