I wanted to propose a bit of a cost friendly way of having light sources for new characters, it would entail a couple of new commands:
Syntax: refuel <lamp>
Syntax: relight <lamp>
Any kind of lamp, say it a travellers lamp, or something similar, when examined, you could see how much time was left before that lamp went out. When it did go out, it wouldnt completely disappear, but merely say that you need to refill it with oil before you can light it again.
To enhance this idea, flasks of oil would be fairly cheap (im not sure how expensive they are now, but im thinking they should cost from a few copper to a silver piece).
Also, you would need a flint and steel to relight them, as well as needing this flint and steel item to ignite anything, be it wood, paper, etc. It would be a small, cheap item commonly sold in adventuring stores (Bradigan's, Volo's, etc).
This would reduce the costs of newer characters having to buy new lamps every time their old one went out, and it would also mean not every new character would have to seek a mage to find some kind of magical light source. They would just have to buy a lamp, and buy flasks of oil to bring with them to refuel it.

I actually thought torches and such were pretty cheap already. I've never had a problem with buy torches or lamps on any new character. Though I have found that I wanted lights from wizards or priests so that I don't have to carry it in my hand. Especially if I happen to be a wizard since I can't hold a light, a weapon and cast at the same time.
It is a good idea and interesting, I just don't think that cost is the more common reason players go to priests or wizards for lights.
Personally I wouldn't want to refill a lamp all the time but it would be nice to know how long you have before a lamp or torch burns out

The duration on torches has been reduced.
The duration on magical lights given as quest rewards has been extended or made infinite (in some rare cases).
The duration on lanterns has been decreased, but they can now be filled with flasks of oil (they still disappear when they are empty though - that's hard code and I can't change it). To refill a lantern, just hold it, make sure you have a flask of oil in your inventory, and type "fill".
