Balabell

I was just wondering...
When I first created Leyva, the list of possible hometowns included Balabell, with Not in the Game Yet in parentheses next to it. Later, when I created another halfling, Balabell was no longer there. In the help files there is information on Balabell, and from the description of its general location I went looking... and couldn`t find it. Is Balabell in the game? Will it be eventually? If the answers to this are the answers to this too IC, sorry... I`m just curious.
