Spells such as color spray, or scintillating pattern use flashes of light, or other versions of magic weaving colors, and flashes and all sorts of things that hurt the eyes. In my experience the drow in Holyhead are affected the same as any other NPC. Perhaps a bonus roll against a drow because of the sensitivity to light.

I think that's fine, but I do think 'daylight adeptation' should be taken into account. Most likely all of those Drow have adapted to daylight or they'd probably already have been clensed by now.

In my readings with the FR books, drow very rarely have raiding parties go to the surface. And if I remember correctly Drizzt has been on the surface for years, and the sun still stings his eyes, quite badly if I remember correctly. But yes, Daylight adaptation should be taken into consideration. But as for drow invaders in Holyhead, or Tangled Trees, I am not sure a raiding party like that would have such training. The group Drizzt went with had no such training when they went.
But, this is just a suggestion, as for spells such as those affecting sight useing light, and color flashes, perhaps bonus affects against drow, half drow, or orcs that have come from the Underdark.

Without giving away too much IC information, there are clans of Drow that -live- on the surface, especially in Cormanthor.

I know there are, and I am not saying there arn't. I am just throwing out the idea. Because when I wrote earlier, I said the ones that come from the Underdark, and to be a little more specific, the ones that have not trained daylight adaptation
