This skill for bards and thieves works like the spell ventriloquism, a high charisma and moderately high wisdom is necessary to being able to use it effectively.

There is actually a spell called ventriloquism that works the same as the skill would in real life. I would not oppose a ability being created for rogues that allows them to throw their voices though. I think it would work well.
