[Trade] Gem Cutting

Instead of mining and suddenly pulling a perfect "sapphire" out of the ground. And I've seen a player do it! I would love to see them pull out an "uncut gemstone."
The "uncut" stones could then be traded to craftsmen who will cut it to get its full value. The gems would be any of the current stone components or jewelery gemstones; Jacinth, earthstone, sun stone, ruby, sapphire, expensive diamond, quartz... etc etc but it wouldnt be completely clear which was which until after they were properly cut. The value of the gemstone would be modified by the skill level of the artisan, so supposing a quartz was worth 10 copper, when cut it would be valued at maybe an additional 10% x skill level of jeweler on success or a failure might shatter the gem altogether. A GM might get 28 copper from that quartz gem. More expensive stones would operate on the same % system.
Gnomes, halflings, and goblins I think would be the optimal place to start this skill at and breathe a bit of life into these races, allowing them to buy from miners and sell to those with the Lapidary skill and to priests and mages who will use the component stones.This would promote trade, so long as the gem cutting is not given to races with easy access to mining.
