This is the transcript of Lord Piergieron's announcement to the citizens of Waterdeep, followed by a question and answer session.

For several years, the Lords and I have taken decisions and created laws and regulations for the
welfare of our beloved city. For several years, we have done all we could to
help Waterdeep and its citizens grow. Some might say that we succeeded, some
might say that we failed. Some might agree with our decisions, and others
might think that we were wrong. During our last gathering, we reached the
conclusion that Waterdeep and its citizens should now be ready to take their
fate in their own hands. That does not mean that the Lords are going to
abandon Waterdeep and its citizen, nor that we will stop working for what we
believe is right. Yet, it does mean that we will assume a secondary role,
that we will not deal with day-to-day decisions anymore.' We desire that
those changes be made as smoothly as possible, and we do not wish to give the
governance of our beloved city to inexperienced leaders. That is why we shall
remain and work behind the scenes and help those new leaders as well as we
can. We have thus decided to let Waterdeep's citizens govern themselves. Now,
it would be an administrative nightmare to give each of you a voice in each
decision, so, in a first time, we will set up elections during which
representatives will be chosen. Since we, the Lords, are currently in charge
of Waterdeep, we have decided that three representatives will have to be
chosen. Those three ... Lords of Waterdeep ... will be part of the City
Council, along with two members from the City Watch. Together, the five Lords
of the Council will thereon take all the day-to-day decisions related to
Waterdeep and will have the power to change the laws. They will have the
power to determine who is and who is not allowed in the city, to determine
how crimes should be punished, and how trials for more complex cases are to
be set up. They will also have the power to choose how and when the future
elections will take place, and how they will work. They will have the power
to determine whether the laws apply to themselves, the Lords, and what other
powers the Lords will have over the citizens. This point is very important.
It means that each of you should carefully think and select the candidate you
are going to support. Several tasks now lie in your hands, citizens of
Waterdeep. The first task is to spread news of this decision, so that those
who would want to be candidate for this election can come forward as such.
The second task is to spread news of this decision and make sure that all
citizens know what it entails. To make sure that they all know what their
vote means. They must know that they will be well-governed if they elect good
representatives, but that they will be ill-governed if they choose candidates
who are more interested in serving themselves than the city. And more ... the
elected Lords will also represent Waterdeep and will decide Waterdeep's
responses to threats and calls from the exterior, from allies and enemies
alike. This is thus a huge power that the Lords have placed in the hands of
the citizens today. A huge power that the citizens will have to put in the
hands of their representatives. And I trust you to make sure that all
citizens and friends to Waterdeep know this.

Question and Answer

Isaldur: What happens if everyone attempts to get themselves elected and
therefore no one votes for anyone but themselves?

Lord Piergieron: Then a new election will be thrown in.

Lord Piergieron: And in the unlikely case that there are ties, then I will
choose amongst the tied candidates.

A blonde-haired, tall male halfelf: 'What manner of power will the current Lords retain?'

Lord Piergieron: 'We will mostly act in the shadows.'

Lord Piergieron: 'Some problems are better solved without going public, those are the ones that the Lords will deal with.'
Lord Piergieron: 'Also, at least in a first time, we will keep the power to veto any decision made by the Council.'
Lord Piergieron: 'But this right will only be used for very poor decisions, like spending all the city's money on building a bridge between Waterdeep and the Moonshaes.

Roderick: 'When will the election take place, or will that be announced at a later time?'
Lord Piergieron: 'It will be announced at a later time.'
Lord Piergieron: 'We first want to give citizens the time to think about those changes.'
Lord Piergieron: 'We also want to give candidates enough time to think upon the kind of decisions they would like to support.'
Lord Piergieron: 'And give them time to set up meetings, debates perhaps, and other events to make their stances known.'

Hoildric: 'Since the first leaders would decide the ammount of time they were to serve, whats to keep them from staying in office for life?'
Lord Piergieron: 'Your votes.'
Lord Piergieron: 'Also, since the Council will have 5 members, if three of them agree that one of the Lords behaves poorly, they can remove it from his seat.'

Ynaura: 'I have a couple of questions. How are we going to get candidates? Do people nominate themselves or are we going to nominate them? How do we go about nominating people or getting people nominated?'
Lord Piergieron: 'Candidates simply have to present themselves to the Castle.'
Lord Piergieron: 'The precise procedure will be explained later. We might or might not require that each candidate be supported by a minimum number of citizens.'
Lord Piergieron: 'Only people from Waterdeep can vote.'
Lord Piergieron: 'I would guess that candidates should be from Waterdeep too, but this has not yet been decided.'

Lord Piergieron:'There is no requirement on the nature, either.'
Lord Piergieron: 'We trust that the citizens of Waterdeep will make the right choices.'

Isaldur: 'Will there be a release on what constitutes a citizen of Waterdeep?'
Lord Piergieron: 'Those who consider that Waterdeep is their home, to such an extent that recalling magic would bring them back here.'
Lord Piergieron: 'There might be a few additional restrictions on who gets to vote. We might for example require that only citizens who have been attached to Waterdeep for a long enough time can vote.
Lord Piergieron: 'There might be additional restrictions too, but those will be decided later.'

Jakoora:'Will there be a way from long time residence to petition for citizenship of the city?'
Lord Piergieron: 'After the elections ? That will depend on the Council's decisions.'
Jakoora: Lord Piergieron 'Not before?'
Lord Piergieron: 'Before the elections? You can submit your petition for the current Lords to examine.'

Lord Piergieron: 'People who are already managing a faith or another organization can apply, yes.'
Isaldur: 'You don't think that would cause a conflict of interests?'
Lord Piergieron: 'It certainly could.'
Lord Piergieron: 'But we do not want to close off options that others might want to keep open.'
Lord Piergieron: 'The only restriction might be about Watch members.'
Lord Piergieron: 'Since two of the five seats in the Council will be occupied by members of the Watch, we might consider not allowing other Watch members to apply.'

Jakoora: 'You know what Watch members will be on council?'
Lord Piergieron: 'Not yet, though it is quite likely that at least the commanding officer would be in the Council.'

Lord Piergieron: 'Who amongst you currently consider going for those elections, as a candidate?'.

Lord Piergieron: 'I thank you for attending, and now I task you with spreading this message to all citizens you meet.'

Good day, citizens of Waterdeep. I hope this letter finds you all in good
health.

I want to speak to you all about the state of the election that the city is
preparing for. It is truly a momentous period in the history of Waterdeep
and yet the latest news seems to die before winding down a street. I've
heard many people claim that the time of excitement won't arrive until after
the hidden lords have made further announcements but I believe that they're
waiting for us to make the first move. I believe the hidden lords are
waiting for our candidates to show the initiative and the conviction required
of any strong leader, to take the first step and declare themselves openly
and debate on the issues that every lord of the city must be well versed
upon. I believe that the hidden lords will only step down after we, as a
community, have proven we have the necessary drive and ability to govern
ourselves.

I hope you will pardon my saying so but I have also seen a taint of cynicism
that lurks in the hearts of my fellow citizens, a feeling that this election
will be decided based on popularity and not on issues that truly concern the
city's functioning. I agree that this will be the case, but only if we do
not take the time to educate ourselves on our prospective leaders and prepare
ourselves to make intelligent and rational decisions with our votes. The
first step to correcting this is to make certain that every citizen can
identify the names of all of our candidates. I propose, therefore, that as a
community we request formal declaration from all of the candidates to be
made either through this message board or, failing that, through the Good
News as published by the oghman, Peverell. Two months from the posting of
this note we can take the list we've compiled and present it to the hidden
lords for their examination, for them to determine which candidates they will
allow to be voted on.

I submit to you all that this election is in our hands. We, the citizens of
Waterdeep, have it within our power to choose the best leaders out of the
candidates available but that decision can only be a wise one if it isn't
made in a cloud of ignorance. We must take it upon ourselves to demand that
our candidates reveal their plans for our future or our votes will be
meaningless and our leaders determined by luck and good looks. As citizens
of Waterdeep you are part of one of the greatest cities on this plane and I
ask you to protect its grandeur and history. You must all do your part by
educating yourself and making the right decisions for the future of Waterdeep
and the future our all of our children.

am.

My Experience

1. Am joint leader of the Oghman faith, and have had to
lead and manage it. The faith runs its church very fairly,
accepting all views from all members. This approach will
stand me in good stead if elected to the Council.

You can trust me to work with others.

2. Am a member of the Lawmakers, an organisation where
discussion of law came close to completing a legal system.
This has given me a superb insight into what Waterdeep
needs to progress.

You can trust me to do what is right.

3. Am a citizen of Waterdeep, with a deep patriotism due to
my fifty years living here. This has given me a love for the
city.

You can trust me to serve it well.

My Policies

I will not go into detail. I would rather talk about them
face-to-face. But I have thought long and hard about
what is right for the city.

Law and Order

Clarity of law, commitment to work on those laws, and
courage to see them implemented. I pledge to go through
the work almost completed by the Lawmakers Council,
and get a book of law released so all can read and know
where they stand.

Security

Clarity of command, commitment to defend the city, and
courage to remove threats when they appear. I pledge to
set up trusted ranks of adventurers as well as the Watch,
so in absence of the Watch, people remain protected.

Trade

Clarity of commerce, commitment to spreading wealth,
and courage to help people do so. I pledge to set up a
Waterdhavian commerce centre, where aspiring merchants
can buy wagons, and equipment to enable their franchises
to succeed.

Personal Freedoms and Jurisdiction

Clarity of justice, commitment to personal freedom, and
courage to ensure a balance is kept. I pledge to set up a
group of magistrates to oversee the lawkeepers and Watch
so all is done fairly.

Foreign Affairs

Clarity of position, commitment to Waterdhavian
interests, and courage to guard those interests. I pledge
to set up a group of ambassadors, to visit cities and
negotiate with other countries so we are sure of our
role in the world.

Citizens: above are just a small selection of my policies.
There are more policies in every area. Please ask me
when you see me. I will be around Waterdeep as often
as I can.

Dearest Citizens of Waterdeep, I write this in order for all of you to
better get to know me and what I stand for in light of this coming election.
In response to Lady Raona's previous post, I'd like to offer my personal
views of the issues she brought up as well as answer some of the questions I
know most of you have.

Before I begin addressing the different issues, I'd like to relay a little
bit about myself. I am a graduate of the School of Wonder as well as well as
a graduate of Miresk's School of Thaumaturgy. I believe this to be the
greatest city throughout the realms, and I want to see it made better. One of
my greatest loves is teaching and if elected, I intend to see to it that the
opportunity for education is made available to all in whatever form of
training or instruction anyone desires. Why do I want to run for lord?
Well, education will do much to build the city to even greater heights, but
this is only one part of the building. Other things must be addressed in
addition to better education to help the city reach all of it's potential
greatness. It is with this in mind that I will present my views on some of
these other issues.

First, I'd like to address the issue of term length. Being as these elected
official positions are to serve as the voice and representatives of all of
you, I think the terms the elected officials serve should be decided by the
people. That being said, I've spoken with a number of people already and the
vast majority seem to indicate six years as the ideal time. However, if you
do not agree with this, please let me know so that I might take your thoughts
into consideration. As for re-election, I do not support a maximum number of
terms. Placing unnecessary limits on who the citizens can vote for in the
future is not something I will endorse.

Recall and impeachment. I am a firm believer that the people should retain
the right to impeach any elected official should that official prove to be
unsatisfactory. The best procedure in my opinion would be upon reaching a
predetermined number of complaints, the Lord in question would be tried by a
neutral third party appointed by the other Lords. This, I think is a very
important point. I would encourage you all that if you don't vote for me, at
least vote for someone else who also supports an impeachment process.

My foreign policy is fairly straight forward. Allies and improved relations
with everyone is the top priority. Obviously, we can't please and ally
ourselves with everyone, but this does not mean we shouldn't try. Threats
and opposition to the city should be attempted to be dealt with
diplomatically first, however I am not one to rule out the possibility of
using military force to ensure the city's safety should the situation dictate
the need for it's use. One of the greatest potential allies are the rangers
of Ardeep and abroad. For years now, we've maintained a tentative
coexistence with each other, but now I think is the time to solidify
relations with them.

Now, as for who is allowed into the city and who is not, this is a tricky
issue. We cannot safely let any and all people to enter the city as not all
have the best intentions in mind for it. However, these limitations often
bar entrance to those of good heart who wish to enter. I propose a small
board of citizens for formed on a case by case basis to determine whether or
not the individual be allowed into the city. The formed board would
administer a series of tests and inquiries as well as collect opinions of the
individual from other citizens. In this way educated decisions can be made as
to whether allowing an individual into the city will be a hazard or not.

Another important issue is the commerce of the city. I would like to put in
place a set of incentives to encourage both local and foreign trade as well
as a set of punishments for those who undermine the efforts of honest
merchants. A strong economy is vital to the success and improvement of the
city and we should be working hard to ensure the economy grows stronger each
day.

The most important issue I can discuss, though, is that my primary goal is to
serve the people. I am not running for election to become a dictator or
tyrant. I am running to ensure that the voices and ideas of the citizens are
heard by the leadership. If elected, I would see my job as to put into
action the ideas of the citizens and address the concerns. Put simply, my
objective it to make certain the power of elected lord stays with the people
and NOT with myself.

Now then, there are a three things I would like to address concerning the
election itself.

First is the fear of some citizens that the city will fall to ruins if a
person they do not support or like is elected. Granted, this concern may
have some merit. However, it is important that we not lose faith in this
great city because of the election of one you may not support. We should
bear in mind that the election will result in three elected rulers and not
just one. Add in the two watch members and the city will have a total of
five new leaders. This being the case, having one person in office that you
may not agree with should be offset by the comforting fact that there are
still three or four others that you do agree with. Furthermore, the hidden
lords have stated that they will retain the power to veto any ill decision
made by the new leaders. Few can deny the fact that this city has grown to
what it is now by the hand of those hidden lords. In short, my point is to
take comfort in knowing that the elections are not the end of the city and to
not lose faith in the city.

My second point is a bit of a friendly warning to my fellow candidates. I'd
first like to point out that I, in no way, am demanding any sort of behavior
from the other candidates. You are all free to do as you see fit and I will
not impede that in any way. That being said, I feel the need to point out as
I did above that this election will result in three leaders and not just one.
This means that three of us will end up having to work together for the
betterment of the city. This being the case, I would suggest we all be
careful about what we say about one another as discrepancies in the
leadership do to interpersonal conflicts will serve only to impede the work
at hand. Once again, this is my personal belief that I felt needed to be
made public. My fellow candidates are free to heed or ignore this however
they please.

Third, and finally, I would encourage everyone to approach the candidates,
and not only get to know them, but tell them what you would like to see done.
We all have our personal beliefs of course that everyone should know before
voting, but I'm certain we would all like to know what you want as a result
of this leadership shift.

I take this moment to give my full assurance as an Oghman, that I do not
for one moment take the endorsement of General Lath'lain Dy'nesir as a
good thing. However the General feels about these elections, it is a city
of Waterdeep's decision who to vote for, and who not to vote for.

I assure any of you who many have doubts after his - remarkably - forthright
post, that I would never seek to gain any favour at all, from my faith enemy.

But to the truth of the other claim he makes, that I have dealt with him.
The truth is, I have spoken with the General. Less times than I can count
on my one hand. The sad fact of the world, is that talking with enemies
is unfortunately, vital in understanding the enemy.

I give my thanks to the General, but request him to remain out of Waterdhavian
politics, as other faith leaders and foreign dignitaries have so far done.

I re-iterate. The decision is for the People, not for Zhentish Lords.

If anyone is troubled by this announcement, I beg them to speak with me,
directly, before any doubts have a chance to fester.

Lerytha: An Election Meeting

Rangers, those of Ardeep and those from beyond, those who hail from near
this City of Waterdeep, and those from further afield. I am going to be
within Ardeep, to hopefully meet rangers who seek to learn more about the
candidates that are standing in Waterdeep's elections.

Those of you who are citizens - that is, those who are born in the city -
still have a right to vote in these elections. Please do not forget that,
and please, if you have a chance, come and find me in Ardeep when I travel
there in a couple of weeks.

Even if you are not from Waterdeep - or if you are, and you do not wish
to vote - at least feel free to speak with me, and ask questions that may
concern you about the city.

Lerytha: Appointment in Politics: My Views

I have decided to re-post my note. At first I believed Gwain had removed
his note in protest at what might have been my indecent haste in replying.
Although his newer post remains slightly unclear in why it was removed, I
think this time enough time has passed until I reply.

I was to thank Gwain both for his service to Waterdeep, and for his honest
and forthright candidacy. As much as I found his platform of totalitarian
rule disgusting and unpalatable, he was nonetheless a worthy "opponent" -
and I used the word opponent with no expression of hostility towards him
or any of the other candidates.

But to his post, and the controversial meat of the manner. Although he has
clarified his position now, I also must add my own thoughts. I believe on
issues like this, people wish to know what their candidates think. And lest
I not see everyone before polling day, I write them here.

I too, agree fully with Gwain, that Watch members should not be appointed.
I respect, admire and value Jaenoic and Raona greatly, and everyone else
in the Watch, who does the great work that keeps our city safe. But it is
a fact that Watchmen and women are there to do the work of the city. Even
though Raona and Jaenoic would never do this, there is a risk when members
of the military or security services become involved in the work of government,
that an inadvertant dictatorship is formed. Is it usual for the military to
be able to vote themselves new powers and then use them, theoretically in
the same day? No, it is not.

I re-assert now, that my objection to the appointing of Watch members to
the Council is wholly on principle, and not on persons named above, who will
do good work, and seek no power for themselves.

Concerning the Law-makers. Raona did a sterling job in those meetings. But
yes, those meetings did eventually fall by the wayside. And having spoken to
many citizens, who all have the same worry: "Will this Council just end up
failing to do anything, failing to meet, getting bogged down?", I know as a
candidate, I need to have a policy on this.

Even before Gwain's post, I have been telling people my ideas about keeping
the Council running smoothly. My idea consists of two prongs. The first, is
to have a "rotating chairmanship". So, one month, one councillor will chair
the meeting. The next month, another. They will not shoulder more work, but
will keep the debate moving, ask for votes when the same arguments are being
shouted, and generally keep order in what may be a heated, fierce debate.

My second idea, is to ensure that each Council member has authority over an
area of responsibility. So, Law, for example. Security, as another. He or she
would then take that responsibility, and work on implementing ideas to benefit
Waterdeep, taking ideas from the Council to form a proposal. That proposal
would then be taken to the Council for a vote, where it can be amended.

You may ask, why all this thought about a Council I am not even sure to be
elected to? Well, having been on the Lawmakers Council with Gwain, Raona,
Jaenoic, and others, I saw too well the effects shouldering sole responsibility
had on the good Lady Raona. She did a very, very tremendous job organising
the meetings, but I am sure even Lord Tyr himself would have eventually failed,
given the disparate, oft contradictory opinions of the Lawmakers, and the
hard task of attempting to organise them into a coherent decisionmaking body.

So, I wish to thank Gwain for his honourable stance as a candidate. I wish
to give my best wishes to the candidates he now supports: may they continue
to work hard for the people of Waterdeep, so they can hear what all of us
will do if elected. I also wish to thank Raona and Jaenoic for their service,
and assure them that my personal feelings on the matter of Watchmember
appointment will not impact on my liking for them both.

And good luck to the rest of the candidates. This promises to be a very
interesting election.

Caelnai: Comment from a Lawmaker

Though I have long retired from civil service to see to
the training of my apprentices, I must comment upon these
revisions of history.

Neither I, nor any single member, should presume to speak
for the Lawmakers. We carried out the writ of the Lords,
codifying and clarifying the Laws to the extent we were able.
Never were we meant to be Lords ourselves. It is a credit
to the Lawmakers that we did not exceed our charter and
attempt to grab more power for ourselves.

The meetings discontinued when the crucial tasks were done
and the discussions had become endless, fruitless babble
driven primarily by the Lady Lerytha, a late addition to the
membership with a decided passion for the sound of her own
voice.

Regarding the Watch, I applaud the decision of the Lords to
establish on this Council a minority block capable of action,
proven through years of hard service and duty to the City,
rather than select the entire Council by rhetoric, bribery,
or popularity of the moment.

Let the Lords' wisdom not go unheeded!

Waterdeep:

Lest you grow sick of my communications, I will keep this brief. I want
to assure Jaenoic I was not - and never will - personally attack her. If
she still hears us, I would beg her to return to her role. Waterdeep is
a lesser place without her patience, diplomacy and calm at its centre.
If she does not change her mind, may I give my humblest thanks to her,
as a citizen of Waterdeep, for her long service in the name of us all.

And briefly, in response to Caelnai: as I recall it, everyone in the
meetings spoke a lot. Very few of us, really, except for Caelnai herself,
learned to keep our mouths shut. But then, I have always been passionate
about doing the right thing, in regards to offering my knowledge. If I
did, through over-excitement, talk too much, then I am sorry. But I do
not apologise for talking about the laws, when the opportunities were
there for all of us to talk about them.

If I have inadvertantly offended Caelnai - and I never heard her say
such to me during our service together - then I apologise.

As I have stressed to all I meet, I value all opinion, even if I disagree
with it. And I would never seek to patronise, or completely destroy someone
just for holding a different opinion.

To conclude: thank you, Jaenoic, for many years of honourable service. I
do truly hope you can find it in yourself to return to serve us with the
immense dignity you have always shown.

People of Waterdeep,

The results of the coming election will, no doubt, be one of the most
significant turning points for the city of Waterdeep in the past hundred
years. Besides the appointment of our new council of lords, the very system
itself is completely unheard of, and what comes of it will likely determine
whether or not we citizens retain our rights to vote for our favoured
leaders.

With the vote so close on the horizon, with debates and speeches nearly at an
end, I no longer need to maintain my neutrality regarding the candidates.
The said, I'd like to put my full support behind candidate Lerytha, also
Namer Lerytha of the oghman faith. I feel that she alone has the requisite
experience to help guide the city through any troublesome times that may
arise in the future.

Between the other four candidates, Takket, Isaldur, Roderick, and Kallias,
the only one with any real leadership experience, candidate Isaldur, has
remained strangely quiet about the details of his plans for the city's future
and, personal feelings aside, I believe that both Roderick and Kallias in
particular are too young and lack the necessary leadership skills to guide
the future of a city as grand as Waterdeep. However, with the guidance of a
wise and learned person like Namer Lerytha on the council the lofty ideals of
the other candidates will be tempered with wisdom and speedily brought to
fruition.

Regardless of which other two candidates are elected I strongly suggest that
all citizens of Waterdeep reserve one of their choices for Namer Lerytha, a
voice of wisdom and experience that will be sorely needed in the days ahead.

Lerytha: My Closing Appeal and Endorsement

Citizens of Waterdeep!

The hour is nearly upon us when we make our stand for the City we believe
in. I have spent years of my life it seems, campaigning. During that time
if it seems possible, I have grown to love this City even more. I have, as
the election has progressed, formulated newer policies, as well as keeping
my older ones. Every policy obviously will need the input of anyone else
elected - if I am even elected, that is now down to you, the voter!.

It has been a long, arduous campaign, during which I have travelled to Ardeep,
to speak with the rangers and to hear their concerns. During which I have
made myself available in the Square most weeks to listen to concerns and
take suggestions and explain my ideas. And yes, probably I have bored you all
senseless with my talk of legal change, of economic vibrancy, and other such
talk. But at least you all know what I stand for now.

If you decide at the ballot, not to support me, that is your will. And I will
offer my undying support to whoever is elected. And my offer advice to the
new Council who may wish my advice on matters of law and academia, is made
with clear concern for Waterdeep beyond my own ideals.

Yet we all have three votes, don't we! On this issue, I finally become a
voter as well as a candidate. And so I want to declare publicly my full
support for the candidates Isaldur Redleaf and Takket Keppur. Obviously,
I hope you support me as well. But if not, at least give those two your
support. They will work hard for you, at all times. They have won my full
respect, and if I am given the great honour of being elected, I will look
forward to working with them more often.

I pray you make your decisions with thought, care and dedication, Waterdeep.
