Question about request

Ok, I was trying to request something about a mob and he said "*** is too powerfull for you to handle" Now I know this is not bug. But what when the mob does the same when I try to request food, books or Items I can buy from him and use....Doesn't make any sense. I can use item, give it to mob, request it and he says "*** too powerful for you to handle"
