Minutes of the First Meeting of the Lords Council of Waterdeep

Meeting called 8 o'clock pm, 8th day in the Month of the Melting

Business Passed:
-A Lord is answerable to the Law as enforced by his or her Peers. When acting in an emergency, a Lord must use all diligence to inform fellow Lords as quickly as possible. Any actions should be ratified by the full Council as quickly as feasible.
-A declaration of war can only be made by the full Council, but an immediate response to outside threat may be taken by an individual Lord, to be adjudicated later by the full Council.
-Council meetings will be held monthly at the outset, with the frequency to be evaluated after initial Council business is cleared.
-General voting will be taken by majority of those present (three of five for full Council.) A motion to remove a member of the Lords Council (appointed or elected) requires four votes to carry.

Business Pending:
-Lord Lerytha will summarize and distribute her proposal for the assigned roles of Council Lords, distribution of work of the Council, and suggested assignments. Some discussion will take place prior to next Council meeting.
-Information should be gathered about the costs of the last election to better determine the term of office, which has been discussed to between six to twelve years.

Next Meeting: To be held one month from today, chaired by Lerytha Holt, who will distribute an agenda beforehand.

Business Passed:
  • The minutes of the previous meeting were accepted. Unanimous intent was declared to prepare succinct version of Meeting Minutes for public posting. Lord Saranya will prepare a draft and circulate to the Lords.
  • Policies regarding entry into Waterdeep will remain in place as currently enforced by the Watch until the Lords take up that question.
  • The Lords maintain the authority to revoke citizenship and impose exile.
  • Nyskall Lare and Namic Du'Liir have been exiled from the City under pain of execution should they return. Lord Raona will see to the necessary arrangements.
  • It was unanimously agreed that Watchmen should not use Watch Equipment while pursuing Bounties outside of City Limits.
  • The Laws of the City are to be inscribed and prominently placed at each City Gate, to be updated as necessary. Lord Saranya will see to the arrangements.
Business Pending:
  • Awaiting word from Lord Piergieron regarding the costs of the previous election and other requests.
  • Further discussion will be held by messenger on defining the suggested Lord's Roles, per Lord Lerytha's proposal, prior to the next meeting.
  • Discussion of Waterdeep's borders was tabled.

Meeting called to order 6 o'clock pm, Thirday, 12th day in the Month of the Rotting.

Business Passed:
  • Another day will be granted for the review of the Second Meeting Minutes. Acceptance will be arranged by messenger, followed by public posting as last time. Lord Saranya will attend to the details.
  • Lord Takket's suggestion to hold a meeting solely dedicated to the public bringing their ideas, concerns, and thoughts was enthusiastically accepted and will be coordinated in the near future.
  • Fencing stolen goods will be clearly codified into standing law. Lord Raona will prepare a draft of the legislation and send by messenger.
Business Pending:
  • Word from Lord Piergieron regarding the requirements of the previous election will take some time. The related matter of term limits is tabled pending his comment.
  • Lord Lerytha's input will be sought on further refinements for the division of Lords' Roles, tentatively agreed as defined by minimum vote.
  • The discussion of borders will be continued by messenger.
  • Lord Raona will send details for proposed visa and passport systems by messenger.

Lords Council of Waterdeep - Fourth Meeting

Meeting called to order 6 o'clock pm, Seconday, 21st day in the Month of the Time of Flowers

Business Passed:
- An initial division of labours amongst the Council members was agreed upon, to be modified later as the needs and desires of the Lords and Public requires. It is accepted and desired that all roles contain some overlap and issues falling under any role may be raised by any member of the Council.
  • Lord Takket will focus on Civic matters internal to the City, the will and needs of the populace.
  • Lord Raona will attend to Law Enforcement and carrying out the will of the Council.
  • Lord Saranya will focus on entities close to the City, acting as Liason to the Temples and the Fellowship of the Mountain, as well as the technical details of making the Council operate.
  • Lord Isaldur will focus on Foreign Relations - external entities, foreign threats, foreign allies or potential allies, and working with Lord Raona on matters such as bounties and extradition requests.
  • Lord Lerytha will attend to the codification of Laws, the promulgation of new laws, and, perhaps in time, the establishment of a system of Magistrates if desired.
- In response from a question from the Mithrandir, Lord Saranya clarified that by previous instruction of Acting-Commander Raona, any Watch appointee to the Lords' Council remains at their existing Watch rank on- and off-duty. The Watch Chain-of-Command remains intact regardless of other duties and appointments.
- Lord Takket's proposals to offer educational classes to the general public and build a Civic Center to coordinate City activities were enthusiastically endorsed by all. The Center may also include an older proposal by Lord Raona to provide a trading center for visiting merchants. Details to follow.

Business Pending:
  • Lord Takket will begin initial proposals for the building of a Civic Center to provide services and outreach to the Citizens and Visitors of Waterdeep.
  • (From previous messenger) Lord Takket will spearhead scheduling a Public Meeting to hear concerns of the populace, attended by as many Lords as possible
  • (From last meeting) Lord Raona will send by messenger details for proposed visa and passport systems.
  • The discussion of borders is tabled indefinitely. Should it be untabled, Lord Takket has more information to share.
  • The matter of the Lords' Term of Service and date of the next elections is tabled for now. (OOC: imm hold for now.)

Lords Council of Waterdeep - Fifth Meeting

Business Passed:
  • Hrosskell Veinneson of Kelemvor has confessed and pled guilty to the murder of Leveran Lightwind. Leniency in sentencing was requested from the victim. The Lords declare Hrosskell is to be escorted from Watch custody to the City Gates and banned from the City for 6 years, after which time he may request a review of his status.
  • Years ago Castet Anereil confessed to treason against the City and was placed in protective custody awaiting trial, at which time he became insane. He has recently regained his wits, waived trial, and requested Lords' sentencing. The Lords declare Castet will be branded a TRAITOR, be subject to additional measures to ensure he does not pose a further threat to the City, and released in light of time served.
  • Elden "Bloodstaff" Alden's petition to have his banning from the City re-evaluated is granted. A public trial may be held regarding the events in question. Lord Isaldur will coordinate with Bloodstaff and be the point of contact for any other such requests.
  • Lord Takket will report on the Forest Folk's preferences for dealing with current threats. Lord Isaldur will conduct negotiations with Amn regarding their response to any taint within their borders.
  • Lord Takket is authorized to officially appoint volunteers to help with City projects. Positions will be currently unpaid. Objections to specific appointments can be discussed in Council if such arise.
  • The Minutes of the Fourth Meeting were passed. Lord Saranya will see to a published version immediately. The passing of future minutes will be coordinated by messenger to help expedite public posting.
Business Pending:
  • Bounties and other responses to current threats will be expedited by messenger.
Next Meeting: Date, agenda, and chair to be determined.
