Waterdeep Fair and Treasure Hunt

The Waterdeep Fair is a rare treat to be had.  A group of actors travel
the fair from town to town.  They dress up as famous and infamous people 
from around the kingdoms.  There are booths to try your skills at, and best
of all is the famous treasure hunt.

This area is not open all the time.  It is used for special roleplay events.
