Riposte currently works with weapons in the thrusting blades category. You would need to use a short sword, instead of a dagger. Incidentally, the short sword does 1d6 damage vs the dagger's 1d4, so it's a better choice anyways.

He should be coded to only sell to rangers. In that section of the ranger guilding quest, you are told that he will only sell one piece. Wenin, that is true, but those other armors also don't have any tangible benefits over similar armor. All full plate is the same codewise, all heavy mail the same ...

Yes, level could well have made a difference. I agree that level 42 is too high for a trainer like that - this should be accessible as soon as you can learn dual wield.

I'm not entirely certain, but I believe if you are targeting another player with sayto, rather than say, that also will not trigger quest dialogue. So if you get in the habit of using sayto and smote, you can avoid the majority of these problems.

You can find them all in Races of Faerun, I believe. Character creation also has an info command that lets you see the stats of each race. Alternately, you can find them online with a quick Google search.

I like the idea of a higher price. 650 platinum isn't difficult to get with RMI and other, much larger sources of income that can be had throughout the kingdoms.

There is another quest in game to teach fletching to any class, though it may be limited to elves and halfelves. Also, you can learn fletching through the traditional method of passing on trades, a pc teacher. I would support transitioning slice to a trade that could be learned by any character.
