I can attest to the fact that material quality has less impact on end product quality. Great quality steel in the hands of a novice is just as bad as poor quality steel. Sub-par steel should never be worked with, no matter what your skill level, so material qualities really only serve to add a level...

I like the idea entirely. I think that we have soo many items meant for RP flavor most typically discard those first few items they get in favor of the new magical stuff. It might make it neat to have something like a Waterdhavian Signet Ring mean something in the form of +3 to haggle. Nothing crazy...

Personally I would nix the ECL system entirely and drop in racial bonus feats instead. It makes more code sense for a MUD in my eyes and would likely give more room for character development. Drow might get 3 racial bonus feats that can be used for spell resistance and faerie fire, or any other feat...
