My suggestion for this is to either add-on to the Fighter class and Dual Wield skill by opening unarmed (no cestus) dual wielding after they hit a certain point of Brawling mastery (adept?) and have both trained the Dual Wield skill at least a little and the Improved Brawling feat, or, alternatively...
