It's definitely not the client, no. One thing I've noticed: My connection rate with putty is about 50/50. When something works, the login screen appears normally. When the connection is doomed, the login screen appears without the colon at the very end.

I'm surprised to report that putty works for me even without a proxy, though it still drops/lags on occasion. It seems to do so less often when I enable TCP keepalives, but that might just be confirmation bias. I wonder what putty does differently than most mud clients and the native telnet client?

I was able to connect to the mud using PuTTY and SOCKS proxies from Brazil and the United Kingdom. For reference, I'm from California and was experiencing issues. https://www.socks-proxy.net/ has a bunch of free proxies, but you do have to take a leap of faith and trust the proxies with your credent...

One final bit of feedback before I go: why the heck can't unspecialized wizards learn and cast real second level spells? Glitterdust and Bulls Strength would make the grind a whole lot more tolerable, but most importantly, I would kill for the ability to turn invisible.
