I have had this skill now for quite a time on one of my alts and have never noticed any effect or any increase, is it actually functional ? And if so what are the actual requirements for it to work ?

I have had this skill and trained extensively in piercing weapons of all types for over 9 years, and never seen an increase in this skill.

I don't know if it's functional or not. But what it does is, upon a successful parry, you have a small chance to make an attack of opportunity, as long as you are wielding a piercing weapon.

Personally, I believe the skill has long been broken. I've still never seen a successful echo, though Torand finally stopped using thrusting blades.

I concur - spending nearly a thousand hours to level up other skills then deliberately working for riposte I have never seen an increase, or a successful message. Even with a nearly GM parry skill.

On a somewhat related topic: I removed all of the hit all trainers from the game.

I tried having two GMs in both parry and riposte have at it for a half hour while each wielded a rapier. No riposte echoes, though a good many (50?) parry echoes between the two of them. Either there is an additional requirement (I tried adding shields to each combatant for a while, but saw no change), or the chance of a riposte is very low indeed.

Only Mask can see the code that actually does this stuff; it is in the combat engine code, not the skill code, so I can't even tell if it is enabled or disabled save by trying to create the conditions that should allow a riposte to occur.

This skill works again thanks to Mask. It works with thrusting blades. e.g.
A drow warrior sidesteps your piercing attack.
A drow warrior parries your attack.
A drow warrior ripostes your attack.
